The museum opened in the building of the Railways Centre of Scientific and Technical Information in 1979. Prior to the 1917 revolution, this three-storey mansion belonged to Konstantin Pobedonostsev, the Ober-Procurator of the Holy Synod. The rich finish of the interiors has partly survived.
The materials on display reflect the history of the Oktyabrskaya (formerly Nikolaevskaya) Railway, touching on the construction of railways in Northwest Russia, their role in the development of the region and their operation during the Great Patriotic War of 1941-45. Examples of old railway equipment, switch lamps and models of steam and electric locomotives are to be seen here.
The museum has 25 branches within the Oktyabrskaya Railway network, including the "Locomotive Museum" near the Shushary Station.
