Law enforcement agencies base their activity connected with ensuring security of entrepreneurial activity and business on the federal laws "On Operative Investigative Activities," "On Federal Agencies of the Tax Police," and "On Agencies of the Federal Security Service in the Russian Federation." Recently the federal draft law "On Fighting Organized Crime" was drawn up.

Cooperation between the Saint Petersburg administration and law enforcement agencies made it possible in 1999 to hold a competition among Petersburg enterprises whose activity is connected with informational support of security for business. A committee made up of members of the Commission on Issues of Informational Support for Entrepreneurial Security within the Saint Petersburg government announced the following winners:

At the end of May 1999 the Commission on Issues of Informational Support for Entrepreneurial Security developed procedures for holding a competition among security companies to participate in providing business security services.

In 1993 the licensing office of the Saint Petersburg State Office of Internal Affairs (GUVD) for Saint Petersburg and the Leningrad Region received the function of controlling activity of the city's security companies and security services.

In 1998 the Saint Petersburg office of the Federal Security Service set up a hotline (278-6993). During the past year this telephone number received several hundred calls which, according to FSB employees, contained useful information.

In January 1999 the office of the Federal Tax Police in the Leningrad Region placed a black-list of delinquent companies owing money to the city budget on their Internet server.  These delinquent companies are presented by region and the sum of the debt is indicated. The black-list will be renewed regularly. Users can also read weekly reports created by the regional tax police press service.
