Transport infrastructure of St. Petersburg is represented by sea, river, rail, motorcar and air transport and pipelines.

The Sea Port Complex of St. Petersburg includes the former Sea Port of St. Petersburg, Timber port, mooring facilities of shipyards and ship repair yards, river ports (Vassileostrovsky and Nevsky cargo areas), and the "smaller ports" of Lomonosov and Kronshtadt.

St. Petersburg Sea Port has 75 berths (11302 meters long) capable to receive ships up to 260 m long, with the draught up to 11 m. The length of passenger terminals exceeds 1700 meters.

"The Scheme for Finnish Bay Coast Zoning with proposals on development of the existing and new port regions" approved by the Russian Government stipulates the increase of cargo turnover up to 60 mln tons by the year of 2010.

River transport infrastructure of "North-West Shipping Company" comprises a number of objects located in Leningrad, Vologda and Novgorod Oblasts, including 7 ports, 3 shipyards and repair yards as well as maintenance facilities.

October Railway Company (OZhD) possesses over 420 km of railways within the city boundary and 340 approach rails to industrial enterprises.

Street and Road Network
The total length of streets and roads in St. Petersburg exceeds 3.3 thousand km, with total hard pavement area of over 53 mln m2. There are 405 bridges, 35 overpasses, 25 tunnels, including one under the Sea Canal, and 152.5 km of embankments.

Municipal Transport
Passenger transportation in St. Petersburg is carried by motor transport, railroad, water transport and metro. 11.5 mln passengers are transported daily.

The major part of intracity and suburban public conveyances is carried out by transport of general use that is supplied by the following companies:

Metropoliten (GUP "Peterburgsky Metro-politen"),

Land electrotransport - trams and trolleybuses (GUP "Gorelectrotrans"),

Buses - social and commercial routes served by over 40 state-owned companies, joint stock companies and private entrepreneurs,

Local electrified trains (GUP "Transcom").

Besides, 1500 taxis are working in St. Petersburg, with a net of taxi stops at the most passenger-intensive junctions of the city.

The rolling-stock of passenger transport comprises, as of 1 January 2001:

1347 metro cars,

1518 tram cars,

803 trolleybuses,

over 5500 buses of various ownership forms.

More than 2.5 mln passengers enjoy free or priviledged trips in the metro, in trams, trolleybuses and on social bus routes.

The full fare is paid by appr. 30 % of passengers.

Conveyance on social routes is subsidized from the city budget, on the average, by 50% of the cost of transportation. In 2001 this amount made 2407.0 mln roubles, including 170 mln roubles from the federal budget.

The most important activities in the transport sector in 2001 were the construction works at Petersburg Metro - first of all, the liquidation of the rupture in Kirovsko-Vyborgskaya Metro Line.

This work was financed from the budget of St. Petersburg in the amount of 1578.1 mln roubles.

Construction works are carried out on Pravoberezhnaya Metro Line, from station "Staraya Derevnya" to station "Komendantsky Prospect". At the new station "Komendantsky Prospect" the middle hall is being under construction.

The reconstruction of the City Autobus Station is continued.

GUP "October Railway" carries out the reconstruction of the railway stations in St. Petersburg. At the Finland and Vytebsk Railway Stations, modern automated systems with the use of smart-cards were implemented to control payment of fares (ASKOP).

* The structure of transport utilization within the city boundary in 2001 is as follows:
Public transport is used by 80% of adult citizens of St. Petersburg;
Private cars - by 17%;
8% of citizens do not use transport.
30% of the adult people use both private cars, and public transport.

Performance Rating of the Public Transport
Only 16% of the users of the public land transport do not feel uncomfortable about it. The major problem of the public transport is "waiting for the bus to come" (81% of the respondents).

Car owners spend, on the average, 35 minutes to get to their offices, while those who are using the public transport need 50 minutes. Thus, the private car saves us daily approximately half an hour.

Time Spent on Trips within the city

Pulkovo Airport is located 15 km to the south from St. Petersburg centre. The total area occupied by the airport is 1479 hectares. There are two landing strips (3762õ60 and 3400õ60) capable to receive any type of aircraft. The cargo handling area is 60000 ì2. The Airport has two passenger terminals: Pulkovo-1 and Pulkovo-2.

Pulkovo-1 is designed for domestic (Russian) and CIS airflights. The Terminal area is 40640 m2. The capacity is 2500 pass/hr.

Pulkovo-2 Air Terminal is designed for international flights. Its area is 19740 m2, the capacity is 1200 pass/hr. *

Customs Service. St. Petersburg hosts the North-West Board of RF Customs. International cargo trade is serviced by four offices: St. Petersburg Customs, Baltic Customs, Pulkovo Customs and Excise Customs. Over 100 Customs warehouses and temporary storage warehouses are operating in the city.

St. Petersburg Chamber of Commerce and Industry (TPP) is authorised, under federal law, to certify goods origin and verify the documents related to foreign trade.

In accordance with "Program for Integration of St. Petersburg Transport Junction into Euro-Asian Transport Links (IX Intermodal Corridor)" approved by RF Government, the International Transport Complex of St. Petersburg is being formed. The activities include the following projects:

"Project of St. Petersburg Sea Port Complex Development";

"Conception of the City Planning Area near Pulkovo airport, with introduction of cargo centers and a new international air terminal (Pulkovo-3)";

" St. Petersburg Integrated Transport System".

At present under construction is the by-pass Ring-Road (KAD) - about 70 km of a four-strip road of the first category, with large flying junctions and a new fixed bridge over the Neva River. Over 20 billion roubles are allocated by the Federal budget for the construction of the Ring-Road.

16.8 bln roubles will be delivered by the end of 2003 for the development of St. Petersburg Transport Junction by RF Ministry of Railroads, October Railway, St. Petersburg Sea Port, Port Authorities and the stevedoring companies within the Sea Port Complex.
